Baltimore Harbor Dredged Material Innovative Beneficial Reuse
Cox Creek Dredged Material Containment Facility
HarborRock
of Maryland, a wholly owned subsidiary of TerranearPMC, has entered
into negotiations with MPA to build and operate a facility at their Cox
Creek property to manufacture lightweight aggregate material from
dredged harbor spoils. Our team is working with MPA and the Maryland
Department of Transportation to develop the most beneficial Public
Private Partnership (P3) arrangement.
The HarborRock technology and
process is unique and the first of its kind under the Maryland Dredged
Material Management Act of 2001; the only one of eleven options MPA
investigated that was determined to be successful. Our innovative
process produces a high quality product that meets American Society for
Testing and Materials (ASTM) standards 330 and 331 for weight and
chemical inertness; ASTM 90 for strength as tested by the National
Concrete Masonry Association (NCMA); and all applicable environmental
standards. The process also meets MPA’s rigorous standards for
emissions as well as production cost and efficiency.
Based on the
process of establishing this first re-use technology project, MPA is
developing a long-term strategy and regulatory changes to promote and
assist in the implementation of such projects in the future.
Real Estate Support Service (RESS)

Air Force Civil Engineer Center (AFCEC)
TPMC
has provided advisory support
services to AFCEC in their efforts to privatize military housing and
lease unused properties through a Real Estate Support Services (RESS)
contract. By facilitating cooperation with the public and private
sectors, TPMC contributes to the mission of reducing construction
expenditures; providing adequate, quality housing for our military
families; and providing revenue from leased properties.
